hey guys, I have an 84 buick t-type all stock does the computer chip control my boost if so how can i adjust the boost

The computer does control the boost by bleeding off pressure using the wastegate solenoid. You can either change the chip to change the boost, or you can install a wastegate actuator with an adjustable rod, or add an external bleeder valve so you can bleed more than what the solenoid is doing. I generally prefer a bleeder since its easier, and doesn't shorten the actuator rod which can cause boost spikes and creep.
Just make sure everything else is up to snuff before raising boost (fuel, octane, etc.)
