Short of a NOS or padded dash restoration is there a way to fix a couple of small 1-2" splits in the padded part of a T-type dash.

I have never had much success trying to repair a split. Have you considered replacing the dash? Even down here in hot and humid Florida I have had good luck finding some salvagable dash panels. And I have had to dye the last couple of panels and they really aren't that hard to do if you have a paint gun and compressor. Also try these guys: http://www.justdashes.com/nav_dash.htm
The only reason I do my own is because of the expense and the turn around. For example a used panel(any 81 to 87 Regal will work) usually runs about $25.00 and paint and materials runs another $30.00 and with a quart of paint and plastic cleaner I can do other things like the lower door trim panels and the hard plastic top dash piece and any other plastic trim on the interior and have enough to do at least 2 cars. The only reason a split is hard to repair is because moisture from the air permiates the foam underneath the vinyl and the foam expands when it gets warm. Once it starts it just keeps going.

I haven't really looked that hard for a new dash. I inquired about having a restoration done by just dashes a couple of months ago. The price they quoted was $650 for the dash and another $250 for the instrument hood.
It was at that point I starte looking for suitable NOS or good replacements.

I'd look for a dash in good condition - lots of them out there. Usually arouns 150 - 200 and it takes about 1 - 2 hours to swap out.

I just ordered an overlay of carpet material that covers from the top of the dash down to the radio pod. As soon as I get it I can post the pictures. They looked real nice on the demo! $35.00 at the show. Let me know if you are interested.... still have the card.
